WATER SHED PROGRAMME

Methodology adopted for Work :

All the responsibility about the water harvesting structure e.g. planning, execution and maintenance rests with the user group. the user groups from the very beginning i.e. selection of site and such other decision were taken by themselves. Members were to decide about the labours, quality and rate of materials like sand, stone, cement etc. about selection of mason and were to decide about such related matters. If the quality of material was found substandard, the material was rejected by the members of the groups. The project staff continuously supervised the works and gave technical guidance, moreover the payments were being made by the office staff in the presence of the members of the user groups.

Methodology adopted for participation :

In all cases, people's contribution was credited in the form of cash only. After the formation of groups, if the proposed site is feasible according to the technical point of view Rs. 3000/- as taken as an advance amount from the group. After technical survey the group was informed to credit 15% amount of the estimated cost of the structure and after receiving 15% people's contribution in cash the actual work on the site was started.

The methodology for collecting the peoples contribution by the user groups were on the following basis. Collection may be :

 

1. Per acre of the benefited area.
 
OR 2. Per member of the user group.
OR 3. Per well and bore well benefited by the work.
OR 4. According to the distance, whether bore OR well is nearer or far away from the structure.
OR 5. Per member of the group which may very according to the economic condition of the members.
OR 6. All the farmer families of the village contribute equally whether they were benefited or not.

Fruitful results of participatory system :

By handling over the work to the user groups, their understanding, strength and Skill were utilized in the work and the quality and stability of the work had become better due to the feeling of the people that the work was their own. Also the works were accomplished in less expense as compared to Govt. SOR.

Some abstracts have been derived from the incidences that occurred while carrying out the works, some of them are given below.

 

(1)

Some members of user groups carrying out this structures work has given their own valuable cultivated land of about half an acre without any expectation of taking any compensation for it.
 
  This has happened due to the participatory method of the works.

 

(2)

In many of the construction works the members of user groups had provided needed water without taking any monetary charge for it.
 
  if both the above incidences an individual has sacrificed his personal interest for the interest the community.

 

(3)

Subscribing the magazine related to agriculture and animal husbandry by the user groups.
